Özet

The increasing frequency and severity of droughts complicate decision-making at local, regional, and national levels. Various factors further influence governance, creating complex interrelationships. This chapter explores how policy and governance play a role in addressing drought. It begins by outlining a comprehensive framework of key governance principles essential for effective drought management. The chapter then identifies the critical factors influencing drought governance including climatic, economic, technological, environmental, social, institutional, stakeholder engagement, risk management, and legal regulations. The Matrice d’Impacts Croisés Multiplication Appliquée à un Classement (MICMAC) method, a strategic management tool, is employed to analyze the interactions among these factors. This analysis reveals the impacts and dependencies of each factor, allowing for their categorization. The findings categorize F1 (climatic and meteorological) and F10 (legal regulations) as the most influential factors, while F6 (institutional), F7 (collaboration among stakeholders), and F8 (preparedness planning and risk management) are identified as linking factors. Other factors, namely F2 (economic), F3 (technological), F4 (environmental), F5 (social), and F9 (mitigation planning and crisis management), are categorized as dependent factors. The chapter concludes by examining the challenges of drought governance and offering forward-looking policy recommendations. These insights offer practical guidance for developing effective policies and governance frameworks, supporting proactive strategies.
