Özet
Sustainability of cities is of great importance for national and regional development, development and resource management. At this point, in order to examine the capacity of the planning system to implement sustainability, it is first necessary to examine the planning policies and actions. In addition, the fact that the sustainability of cities cannot be achieved only with lower- scale planning practices necessitates upperscale applications where more comprehensive policies will be created. In this respect, regional institutions and regional plans come to the fore as important actors. The main aim of the study is to comparatively evaluate the regional- scale planning policies for the Lapseki district of Çanakkale and the current development trends within the framework of sustainability. One of the primary findings of the study is that there is an incompatibility between the regional and urban scale plan decisions in the current development process of Lapseki, the decisions for the protection of rural areas cannot be fully implemented and there is an unsustainable administrative process in land use.
