Özet

At the end of the 1970s, on the one hand, Turkey was dealing with an economic bottleneck due to the United States embargo, on the otherhand she was struggling with the chaos created by the right-left conflict. The military authority of the period seized the country's administration in 12 September 1980 to ensure "stability and security" and a new era began in Turkey. The Military Coup on 12th September 1980 is one of the turning points in the history of Turkey. It is the beginning of an era in which the polarization, that soceity was falling into, was suppressed by martial law but the seeds of problems, which would deepen the polarization in the following years, were planted. In this process, press and publication were kept under control via the declarations issued by the martial law commands as well as through by the 5680 Press Act. While the "Publications Prohibited via the Decision of the Council of Ministers after the 1980 Military Coup", which are the issue of this study, have been classified, Turkey's sensitivity have been revealed concretely. For the study, 31 decisions provided from the database of Presidency of the Turkish Republic's President's State Archives were examined and 379 publications, whose reason for prohibition was determined, were included in this study. The first decision included in the study is the Minister's Council Decision on May 4th, 1981, the first publication ban taken by the Ministers' Council after the 12th of September 1980 Military Coup. The last decision included in the study is the Minister's Council Decision made on 9/11, 1987. Decisions after this date are not yet accessible. Besides revealing the threat perceptions of Turkey after the 12 September Military Coup, this study provides the opportunity to compare the threat perceptions in the processes between 1923-1938, 1939-1960, 1961-1980, respectively.
