Özet

Higher education service is considered personal due to the special abilities and gains it provides to individuals, and mixed goods because it carries the characteristics of public goods and services due to the social returns it provides to society. In this context, since higher education service as a mixed good can be priced and divided its benefit, it seems possible to offer this service by the market. But education spreads social and individual benefits by spreading positive externalities in higher education services. Leaving the presentation of such goods and services to the private sector will cause production to be below the optimum level and inactive production due to the externalities they provide. Therefore, whether the financing of such goods and services is provided by the beneficiaries of the service or by the state remains a topic of debate in the literature. Turkey, along with the rest of the world, has tried to solve the problem of financing higher education through different financing methods. This study examines financing types of higher education applied in the world and the Turkish higher education system. It is aimed to make suggestions that can be applied to the financing of Turkish higher education within the framework of higher education financing models in the world.
